The Soviet Union publicized the fact that Japan's WW2 germ war division, Unit 731, had used US POWs as guinea pigs. But the US suppressed the story in favor of a deal with Japan's biowar criminals!
I am not privy to all the Japanese or German biological weapons research files, most of which have never been translated or released. But in all the works I've seen that have discussed such information, I've never seen that the effects of fluoride or heavy metals on human biology or functioning was discussed. It is unlikely those would have been the subject of biological weapons scientists.
Perhaps those who researched chemical weaponry might have shown some interest in that. But even there, the primary interest seems to have been on the effects of chlorine, "mustard gas" and its variants, and cholinesterase inhibitors, like pesticides and later nerve gases, such as Sarin. It is true, btw, that fluoride is a cholinesterase-inhibiting chemical, but its effects are said to be quite weak in that dimension. That said, I have not personally investigated the claims and evidence around the dangers of fluoride.
